Official Who Cleared Vadra-DLF Land Deal Suspended In Another Case – The Indian Express – 18-Nov-2014

Assistant Consolidation Officer Dalbir Singh, who sanctioned the mutation of the controversial land deal in Gurgaon’s Shikhopur village between Robert Vadra’s Skylight Hospitality and DLF Universal Ltd, was Monday placed under suspension in connection with another mutation-related case.
The state government issued Dalbir Singh’s suspension orders in the evening and ordered a departmental inquiry against him.
Gurgaon’s Deputy Commissioner submitted a report to the state government indicting Dalbir and four other officers of the revenue department for allegedly committing irregularities in several cases of mutations in Rozka Gujjar village of Sohna tehsil in Gurgaon district.
Besides Dalbir, patwaris Praveen Kumar and Mohd Hussain, and Ram Kumar (former kanungo, now assistant Consolidation Officer posted in Jhajjar) and Darshan Kumar, kanungo, were also placed under suspension for alleged irregularities in mutations.
Rozka Gujjar is the village about which Haryana’s senior IAS officer Ashok Khemka had pointed out several irregularities allegedly committed by revenue department officers. While furnishing his comments on the Vadra-DLF land deals to the three-member committee constituted by the Haryana government, Khemka had elaborately hinted at a massive land scam and irregularities having been committed in the village.
Khemka had submitted his 105-page report to the state government on May 21, 2013.
Referring to an alleged land scam, Khemka in his report had said, “Of the 5,744 acres brought under consolidation in this village (Rozka Gujjar), close to 4,798 acres were notified under sections 4 and 5 of the Punjab Land Preservation Act. Under the Forest Conservation Act, land under these two notifications cannot be diverted for any use other than forest-related activities without permission of the Union Ministry of Environment and Forests. There is hardly a local whose name figures in the revenue records today as owner. Almost the entire area is purchased by the powerful business-politico-bureaucratic-police lobby with ostensibly no interest in agricultural or cultivation activities.”
